The first layer is plastic film which is for sealing chamber with waterproof film, protecting chamber from corrosion.

The second layer is buffer form that is used for fixing equipment to prevent shaking and damaging chamber during transportation.

The third layer is plywood, standard wood export packaging. And The wooden box is fixed by sheet metal to prevent damage during transportation.
